RoadReform

Progress So Far

Phase 1 of the CRRP was concluded in December 2008 and included a number of research elements designed to set the foundation for later decisions around heavy vehicle charging arrangements. The research focused on externalities, community service obligations, heavy vehicle road use and charging and incremental pricing issues.

In July 2009 COAG received a report summarising the outcomes of Phase 1. COAG agreed with the report’s recommendations including that there was sufficient evidence to commence the next Phase.

The initial focus of Phases 2 and 3 is a feasibility study to assess alternative forms of heavy vehicle charging and funding arrangements, including Mass Distance Location pricing.
