PUBLIC FORUMS: CRRP PRELIMINARY FINDINGS CONSULTATION 

The COAG Road Reform Plan is seeking your feedback on the feasibility study into heavy vehicle road pricing and funding reform. These findings have been outlined in the Preliminary Findings Consultation Paper, released on Monday 27 June 2011 for your consideration. 

Public forums are being held to discuss options for road reform with the heavy vehicle industry, business community and other interested parties.

CRRP PRELIMINARY FINDINGS CONSULTATION REPORT 

The consultation paper integrates pricing and funding in its analysis and sets out  preliminary views of the findings and recommendations to be made to COAG in December 2011.

The purpose of the consultation report is to stimulate comment and discussion. It does not necessarily reflect government (commonwealth, state or territory) policy or positions on the issue of road pricing and funding.

Written submissions are invited and will be accepted until Friday 5 August 2011.

FEASIBILITY STUDY: HEAVY VEHICLE CHARGING IN AUSTRALIA

This report presents the findings of a Feasibility Study, conducted by Rapp Trans on behalf of Austroads, into procedural, technical and market issues associated with potential business models to support the reform of heavy vehicle charging in Australia within the framework of the COAG Road Reform Plan.

GHD FINAL PAPER ON ELASTICITY STUDY STAGE 2

The COAG Road Reform Plan (CRRP) Feasibility Study includes a study of alternative road funding and pricing reform options. The National Transport Commission (NTC) has developed and assessed a variety of alternative heavy vehicle pricing models.

These model options range from an improved status quo of distance-based charges to mass-distance-location based (MDL) charging, with the aim of better aligning prices charged with the actual cost of road wear imposed by heavy vehicles on the road network.

CRRP FUNDING AND IMPLEMENTATION ISSUES PAPER

The COAG Road Reform Plan (CRRP) has prepared a paper to initiate discussion on funding and implementation issues. The paper outlines both expected benefits from funding reform and key challenges and risks associated with such a reform. It also identifies issues associated with, implementing different reform options.

 

Written submissions are invited and will be accepted until 27 May 2011.

CRRP FEASIBILITY STUDY & LOCAL GOVERNMENT

To better understand the potential impact of road reform on local government, CRRP released a discussion paper on relevant issues in March 2011. During the consultation period, CRRP collaborated with local government associations to conduct workshops and speaking engagements in each state and the Northern Territory.

ANALYSE AUSTRALIA - DEMAND FOR HEAVY VEHICLE DATA - SURVEY  

The COAG Road Reform Plan's Business Systems stream, has commissioned Analyse Australia to undertake a small-scale study to provide a greater understanding of demand for data on heavy vehicles over 4.5 tonnes.

Analyse Australia is seeking participation from the heavy vehicle industry and business community to gain insight in to the data needs and the benefits that may be achieved through the collection of additional data under a revised pricing model.

COSTING REPORT

In 2008 GHD Meyrick prepared a report considering alternative approaches to estimating the road cost base. In conjunction with other inputs the report analysis has informed understanding of current and alternative approaches to cost base measurement.

AUSTRALIAN TRANSPORT COUNCIL MEETING

Transport Ministers from the Commonwealth, States and Territories, together with the New Zealand Minister for Transport and the President of the Australian Local Government Association, met in Perth on 30 April 2010 to further consider a range of national transport regulatory reforms and initiatives.

    SUBMISSIONS - HEAVY VEHICLE PRICING OPTIONS PAPER
 

The Heavy Vehicle Pricing Options paper was prepared by the NTC and released by the CRRP Project Board for comment.

Submissions formally closed on 21 September 2010. The COAG Road Reform Plan has received submissions from representatives of the business community and the heavy vehicle industry.
 

PAYING OUR WAY ON THE ROADS

On 8 April 2010 Neil Aplin, Project Director COAG Road Reform Plan (CRRP) delivered a presentation at the Australian Trucking Association Australian Trucking Convention (ATC).

This was a valuable opportunity for industry to hear more about the project and to ask questions about what CRRP means for their businesses.

CRRP MEETS WITH INDUSTRY STAKEHOLDERS

On 12 February 2010 the COAG Road Reform Plan met with industry stakeholders in Sydney to discuss the draft policy principles which underpin the feasibility study. The Project Board took away a number of strong messages and important issues from stakeholders at this meeting. These included:

  • Industry at the table - transparent engagement and direct involvement by industry to ensure constructive consultation across the entire stakeholder landscape.
     
  • Regulatory certainty - need for industry to have clarity around pricing to enable forward planning including consideration of the impact of changes on end consumers.
     
  • Road access costs - further analysis and definition required to determine the road usage costs incurred by different types of road users.
     
  • Unlocking the network - engagement with road asset owners to determine how access issues, particularly the last mile, could be addressed in the interests of achieving a national regime.
