COAG Road Reform Project

Project Team

To support the CRRP Project Board, a project governance and delivery framework has been established which ensures a holistic approach is taken and a full understanding of the implications of a new pricing framework on the heavy vehicle sector.

A Project Director has been appointed to coordinate and manage the delivery of the feasibility study through four work streams:

  • Policy: based in New South Wales, this multi-jurisdictional team is charged with establishing the objectives and principles a new pricing framework must meet and developing an assessment framework consistent with those objectives and principles.
  • Pricing: based within the National Transport Commission, this stream identifies, develops and assesses pricing structure options to meet the policy framework and undertakes the research required to enable analysis of different pricing approaches.
  • Legal and Regulatory: based in Victoria, this stream considers the legal constraints and implications of various pricing options, as well as the required regulatory and institutional frameworks which would be required to optimise the benefits of the alternate pricing models.
  • Business Systems: based in Queensland, this stream considers the financial and compliance system and technology implications which result from the various pricing models and associated legal and regulatory framework.
